The short answer
Halloween is peak season for costume-driven prop money use — bank robber, "old Hollywood gangster," and heist-film costumes all lean on a visible stack or briefcase as the finishing touch, and it's one of the few times of year prop money shows up as a costume accessory rather than a gift.
A briefcase or duffel set does the heaviest lifting for a group costume theme, giving the whole group a shared visual prop for photos rather than each person carrying a separate stack.
For a party rather than a costume, money confetti and shredded cash work as a tabletop or backdrop decoration layered in with other Halloween styling — the cash-and-chaos aesthetic suits a "heist gone wrong" party theme particularly well.
Every note keeps the same compliance standard through the Halloween season as year-round: reduced-scale, marked NOT LEGAL TENDER, and never something that could be confused for real currency in photos or in person.
